Heaven GPS is a function of the angels' and Garterbelt's cell-phones have. These cell-phones are most likely only sold in Heaven. Garterbelt used this function in order to locate Panty and Stocking, who were inside Brief's body. Heaven GPS was first featured in "Inner Brief".
